As climate change has spurred increasingly severe weather conditions across Mexico in recent years, the threats of flooding and landslides in mountainous areas like Veracruz are more present than ever.
And while towns like Xalapa can’t do much about global climate trends, they have been able to change their landscapes to better handle the fallout.
